Water retention

I am a 19 year old male I currently weigh about 155 and I have lost about 60 pounds over the past year I stopped exercising for a couple months, but I wanted to start getting back into it. So I started jogging about 2 miles on the treadmill and going to play some pretty intense basketball. I saw that my weight was actually going up while still eating around 1800-2000 calories. So I talked to some people and they thought it was possibly water retention from the increased physical activity and they recommended drinking more water, how does this get rid of water retention? In my mind this would make me retain more water.
