I need help losing weight

I feel like I’m going crazy. F20, 5’3, my weight throughout the day is seriously scary 165-173 I’ve been recently diagnosed with hypothyroidism and ibs (mixed)

I haven’t had gluten for over a year, I don’t eat meat besides eggs and fish and it’s been that way for years. I’ve recently started taking lactaids because dairy is too much (only dairy I have is cheese, and sadly not a lot anymore)

I have a history of an eating disorder, when I was 11-13 I was over 230 pounds. It took so much to lose weight and then I went through addiction around 16-18 and I was the smallest I ever was (155)

And now I’m stuck. I workout every single day, I’ve changed my workouts so much to target my lower half and my arms, I’ve tried stress reduction, I’m on medication now for my ibs. I count all my calories, everything I eat (1640) and I don’t end up eating all of it. I have tons of water.

I’m lost, it used to be so easy losing weight, It’s hard not to give up. Any suggestions? I’ve even spoken with my doctors and they told me not to worry??? But I’d like to lose weight and be around 150.
