27 year-old-male, 5'8", 150lbs struggling to lose lower-abdomen fat

27, male, 5'8", GW: 145, CW: 150

Hello, everyone! I have lost 50 pounds about 2 years ago, and I eat a consistent caloric intake daily; however, I have struggled for awhile on losing the weight in my lower stomach. Even at my lowest (143 lbs.), I still had stubborn fat. Is there something I can do to remedy this? Am I too high of a BMI somehow? Even when I biked everyday, I still never lost it. Whatever the answer may be, I thank you for your time!

P.S. What makes me more perplexed is that my friend and I are the same height and weight, yet he has no sign of belly fat. Why?

More information: Are there any workouts I can consider to lose this weight? Is the problem that I don't have any muscle? Or Do I need to lose more weight despite being at 143 at one point? I recognize that losing weight in one area is not possible, but I also realize I'm at a relatively low BMI. My friend has not lower fat in his stomach, so it can be frustrating to look at myself and feel disappointment. Is there an area I failed? I apologize for the ramblings. I want to be thorough, and I want to be able to post here. Please share with me your thoughts! Any insight would be great!:)
