Can’t lose freshman 15

I was 135 when I went into college last year, and I steadily gained until I was at 150 (what I’ve always been — I lost 15 lbs during quarantine without really trying). I’ve been consciously trying to lose the 15 for about 4 months. I don’t count exact calories (it will become obsessive) but I always have an approximation in mind, and I jog for about an hour every other day. Yet, I fluctuate between 147-153 and can’t get back down. I’m so aware of how bloated/heavy I feel, and I’m getting really discouraged — always thinking about food and exercise is so exhausting. What am I doing wrong?
