Joining a gym soon: how to best utilize the gym for abdominal and thigh slimming?

I'm 5ft 4in and last I checked, 155lbs. It seems to be mostly in my thighs and my midsection (emphasis in the belly area and directly over the tops of my abs but not so much my chest or hips). Should I start mixing cardio and weights right away or start with one and transition to the other? Start with one and introduce the other? I'd love to lose 30 pounds by about April or May. (If I'm correct in my math that's 1.5 pounds to lose a week?)
