Return to cardio and diet advice...

Looking for advice on if I should return to mid-high level intensity elliptical instead of doing more weights? As of the last two months, I switched my routine to doing more weights and dropping down on cardio. I have yet to make any significant dent to my physique but more worrying, I have slowed down my weightloss. I know muscle weighs more than fat, but I haven't gained any significant amount of muscle yet. That I am not worried about. My goal is fat loss, so I'm not worried about bulking and am attempting to cut.

Currently I'm 265lbs, 31M, 5'5", light to mild activity, 2,800 calories tdee. When I lost 30lbs from earlier (now I've gained 10lbs back) it was from doing between 1 to 2 hours of cardio. I was able to be consistent with minimal soreness but others said that weights was a better approach. Should I go back to the cardio heavy routine instead?

Regarding diet, I find I cheat too often, so there is a lack of willpower involved. I float around a 2300 calories, so about a 500 cal cut from my tdee. If I refocus, meal prep 2 days at a time, and push myself into the realm of treating this lifestyle change seriously with a clean food approach, is a 2000 cal diet advisable?
