I'm getting extremely frustrated over my lack of progress in terms of my appearance, despite the number on the scale going down.

I'm 6'0, and pre-covid I weighed around 250 pounds. I used covid as an opportunity to take better care of myself and ended up getting myself down to around 175. My appearance has barely changed at all, though.

This is my "progress" if you can call it that. While the number on the scale is certainly lower, the appearance changes are pretty minimal, especially in the upper body where I was hoping to lose a fair amount of mass; if anything the difference between the mass in my upper torso versus my hips is even more pronounced. I'm very frustrated at this point; I've been focusing on losing more weight (I was 190 a couple months ago) but none of it seems to be very noticeable and I'm wondering if I'm doing something wrong here.
