Having trouble losing weight again after lack of gym, need help

Leading up to the pandemic, I had been going to the gym doing weight training and steadily losing weight - but since COVID, I had gained about 15 pounds back. I haven't been able to go back to the gym yet, but have been on a caloric deficit not having much success losing weight compared to before. For reference, I'm doing 1640 calories per day, I'm 5'9" and 191 lbs.

Is this a situation where my body/metabolism is reacting to the lack of weight training? Is there anything I need to do to reset and kickstart my progress, or do I just need to trust the process and keep going? At the moment, my priority is just to lower my bodyfat percentage - once I lean out, that's when I'm looking to explore options for building muscle.
