Reached my goal weight; minimum BMI - but I'm still fat. What 's wrong? What should I do?

It has taken me a long time to get this far. I've been doing CICO and have gotten to a weight that I - in theory - should be pleased with. I'm at a minimum BMI and can't healthily go any lower with my weight loss...but I'm still "fat"? I still look fat - I have a flabby belly and a chin...even though I'm thin. This is really depressing me. What should I do now? I can't lose any more weight without going below a good BMI?
