Please help me figure out what's going on

Before any of you ask I know I am tracking correctly. I have tracked and lost weight before, I track my sauces, vegetables, etc etc. My issue is that I am a 5 foot 9 male, weight lift 5 times a week, do cardio sessions 4-5 times a week, and get 10k steps every day. I am eating 2000-2200 calories a day and have been for 3 weeks now. Not only am I not losing weight, but i'm slightly gaining. Logically that means i'm not in a calorie deficit, but i'm already so hungry all the time even while focusing on eating low calorie dense foods. Is this worth going to the doctor for or is it possible i'm just not realizing something i'm doing wrong? Any advice would be much appreciated.

Edit: Forgot to mention i'm also around 199-198 pounds. So i'm not small either.
