I am at a loss

I (18f) am 5'4 and currently weight 165 pounds. This is the most i’ve ever weighed and it’s taking a toll on my mental health as well. I really wanna lose at least 20-25 lbs but I just don’t know where to start. I don’t have money for a gym membership, I’m surrounded by snacks all the time and my family telling me I don’t eat enough constantly even though I clearly do. Cutting down calories is a struggle for me and I always eat when I feel bored. I don’t drink as much water as I should as I am at school most of the day and the bathrooms there are disgusting plus I can only use the bathroom a max of 2 times the whole day (school rule). I just don’t know what to do but I don’t want to continue being overweight. I want to go back to how my body was before covid. Any advise would be nice.
