Losing weight but stomach and waist seems to be getting bigger

Hello, I’m a female and 30 years old, 5’1 ft and 118 pounds. Started my fitness journey just about 2 months ago, my weight started off with 122, and now it’s 118 lb. Before the journey my stomach was 35 inches and waist 29 inches, most of my weight was/is on my abdomen. I started going to the gym, doing calorie deficit, and some days did intermittent fasting back to back for 23:1. Saw some good results around that time, my stomach went down to 32 inches and waist 28 inches. But I stopped doing 23:1 intermittent fasting and started doing 20:4, but remaining calorie deficit 1400 calories. And now for some reason, my stomach went up to almost 34 inches and waist back to 29 inches. I’m so confused on what I’m doing wrong.

At the start of this journey, I changed my eating habits completely because I also got diagnosed with pre diabetes. So for 2 months, no junk, no sugary food, no white rice or white bread, low carb food. Almost 2 cheat meals in these 2 months. Increased my protein intake, and also started eating more vegetables. I regularly do cardio also. I know it’s not easy losing stomach and waist, but I wonder why the inches are going back up. Any help would be nice.
