Plateau due to exercise?

I’ve been doing CICO for four months now, and have lost 20 pounds. For the last two months I’ve started working out, mostly strength training, 40 minutes every day with either dumbbells or just bodyweight.

I’ve never had ANY upper body strength, I’ve only ever walked or run previously, strength training is completely new to me. I can see definite change in my arms and shoulders, as well as my thighs. I’ve lost 5 inches around my waist, so definitely a progress.

However, the last month I haven’t been losing weight as consistently as before, even though I have the same deficit. Can this be to muscle gain? Or doesn’t muscle gain show on the scale after such a short time?
