Why have I lost no weight or an insignificant amount of weight despite working out and hardly eating for a month?

I mentioned this in my other question, but that wasn't the main topic. I don't know how much I weigh or how much I weighed then since the scales are playing up (which was what I asked about), but I look about the same as I did a month ago. I don't have that much weight to lose (I'd say 10 or at most 20 pounds), so surely I should have noticed something by now. I mean I'm not a sumo wrestler or anything, I've just got a bit of a belly. I heard you could lose 10 pounds in 4-6 weeks so surely I should've seen a big difference already, but I've not noticed anything much.
