Started NHS Couch to 5K, on week 3, but legs/shin/ankles/foot are all sore/achey post run. Any suggestions on what I could be doing wrong?

Hello all, long time lurker here. Finally got the determination to work on losing some weight. I started NHS Couch to 5K a couple weeks ago and have been sticking to the program. I thought it would get easier after a couple of weeks. However, I am still experiencing the leg/shin/ankle/foot pain/ache/soreness. I made some adjustments to my shoes by tightening the laces so the foot doesn't slide around on the sole in the shoe. Also doing some basic stretches for calf and hamstring pre and post run. I don't eat at least 3 hours before my run. Any suggestions on what else I could change/tweak to improve my running experience? Any help and suggestions would be appreciated!

I also find by the 2-3km mark I am short on breath, panting, and is when the aches and soreness starts kicking in. I'm trying very hard to stick to it, but the lack of progress/ease has been a demotivator.
