At what point does skin become too saggy to fix at home?

I'm nowhere near my long-term goal and about 20 pounds from my short-term goal, so this isn't an immediate concern. However, I know I could easily go down another pants size if it weren't for all the excess skin I have everywhere. The problem is I think I might be beyond the point where exercise could tone the skin back up, which is discouraging because there's no way I could afford surgery to remove that extra skin.

I've been doing squats every day for months in an effort to tone my butt, and while I think I have more leg strength, everything out back still feels the same.

Just kinda sucks because even if/when I reach my target weight, I won't even be able to enjoy a better looking body. I realize that the more important thing is my health, but I just wish I didn't have an apron gut.
