Looking for advice, i've been dieting/exercising but i'm making no progress?

So to give context to the situation i'm 23M 290 pounds and roughly 2-3 weeks ago i made a few dramatic changes to my lifestyle in an attempt to start changing that.

I went from doing literally nothing but sitting throughout the day and eating 3k+ calories down to 1500-1800. (Yes i calorie count myself as this sub/doctor has recommended) half of that i cut by just moving away from drinking soda to just water.

I also started weight lifting and cycling on a stationary bike.

Bike is 2 times a day 15 mins each burning roughly 200-300 according to the equipment.

Due to inactivity for many years i'm physically weak so i do a variety of dumbbell exercises. For example 10 pound curls 3 sets of 12 2 minute apart.

I'm not understanding how i can make such a change stick to it for weeks and not see any progress. I'd appreciate any advice.
