Weightloss guidance? I think being in a deficit for too long has hindered me losing weight

For reference, I am 5ft3 and 160 lbs

I had made the fatal mistake of eating within 1200 calories and being stuck in that mindset for so long, and would get frustrated not losing weight. So I upped my calorie intake to 1600 with exercise and wah-lah! Was losing weight again and lost a stone in the summer

But of course, I wasn’t being consistent and put the weight back on and I’ve been eating 1600 calories and at a loss of what to do because I won’t lose weight, I tried going below again to 1500 calories etc but no results, do I need to go back to the beginning and do a ‘diet’ break? I.e. my suggested calorie intake (2000 calories) and then try the weight-loss saga again

I’m just unsure of what I’m doing wrong and for my height I feel like a balloon! The scales truly don’t matter whats on them, they’re merely a guidance to see if what I’m doing is right. Any guidance would be great I’m truly clueless! (Obviously have been tracking calories. Got foodscales etc)
