Struggle Losing Abdominal and Thigh Fat. Any advice?

Hi everyone! I creating this post regarding issues I am having with losing my abdominal and thigh fat. I am wondering if anyone else has had similar problems, and if so, how they managed to deal with it.

Some background on me: [TL;DR at the end]

I am a 19 year old male, weighing 60 kg and standing tall at 174 cm.

For all my life, up until I was 16 years old, I have always been quite overweight. I have always carried a big, round belly along with massive, fatty thighs. When I started my weight-loss at 16 years of age, I was weighing-in at about 74 kg all fat. After a year of dieting and working out, I came down to 57 kg. Despite the 17 kg loss, I still had a good amount of protruding belly fat and the fatty thighs had very barely reduced. This time around, however, whenever I squeeze in my belly, it would become fully flat; flat enough that I was quite satisfied. I wanted this to remain without having to squeeze in my belly. This was the goal I started with and, unfortunately, the goal I am still after.

My weight-loss started to plateau at this low weight of 57 kg, therefore, I decided that I would start lifting weight and healthily bulk, with the intention of gaining muscle. The idea behind this was that the extra weight would help with my future weight-loss and further, having abdomen more toned, I would be able to reach my goal of having a flat, non-protruding belly.

After gaining muscle and weight for a year, I ended up reaching 66 kg. The belly still remained unfortunately which led me to start my weight-loss once more. I continued my weightlifting and added in BCAAs daily with the aims of maintaining most of my muscle mass while trimming down any residual fat. After a few months of doing this, we are at now, at my current weight.

Despite all of this, I still have a protruding belly. My chest, leg muscles, arms etc have all shown some nice definition. Further, I made it a point to focus on my abs; I am currently squatting at 100kg 3x8, three times a week, along with some accessories. I am not really mentioning my thighs because I feel they may be big due to my leg training, however they still look & feel really fat.

I am quite lost of where to go from here because I look like Thor from Avengers with this belly and honestly, it's all leaving me quite hopeless and depressed. Any inputs?

TL;DR: 19 y/o Male @ 174 cm. 74kg -> 57 kg CUT. 57 kg -> 64 kg BULK. 64 kg -> 60 kg CUT yet still FAT. Help pls?
