How do you lose belly fat if you already weigh very less?

Hi, I'm a 4'9 woman who weighs 99 pounds. My highest weight was 123 pounds and after I lost it I thought I'd get rid of my belly fat but I still have a huge belly which is really strange to me.

I'm very confused about what is causing this. Because it can't be weight as I've reduced my weight so much.

I also recently realised that my belly fat is possibly from a lot of stress. Apparently cortisol causes belly fat. I'm wondering if it's possible to diet a lot but still not lose belly fat because of stress? And I ate very few calories to lose weight also, so maybe a lack of nutrients from the few calories also could be a factor?

It's so puzzling to me so can anyone who has experienced something similar please help me. Thank you so much.
