Huge discrepancy between by measurements and my usual size

So I'm around 5'4 and 150 lbs. I've tried to measure myself and unless I'm doing it extremely wrong, I have a 38" bust, 34" waist (completely relaxed, though I realized I've gotten so used to sucking in that I suck it to a 31" almost all the time), and 40" waist.

When I plug in my measurements to any online tool to calculate my size, I get shirt size suggestions in the L or XL range and something similar for pants.

However: almost all of my clothes (which I promise fit properly) are S, often even XS for things like blouses and coats. I comfortably wear 28 or 29 jeans. So I'm just extremely confused. I'm really not particularly muscular, so I don't think that's the reason. Does anyone have an explanation for this?
