CICO Frustration

I’ve been doing -500 cals CICO consistently for about 3 weeks now and I’ve lost basically nothing the whole time. I’m very frustrated because I’ve been very diligent about tracking my calories and getting my steps in so that on some days, according to my fitbit calories, I have even more than -500cals. I don’t understand what I’m doing wrong. In the past I’ve cut to 1,200 cals a day, but thought I’d try for more consistency this time around and give myself 1,700 cals, but I’m feeling pretty disheartened. On an average day, my fitbit says I burn ~ 2,300 cals. Should I not be trusting my fitbits calorie estimations?
