Struggling because I feel fatter even though I am lighter

I am floating around 175 and have been for several months. 175 is the line between "normal" and "overweight" for my BMI. I would like to lose 15 more pounds and my dream weight is 150.

I feel so demoralized, I dont know what to do. I have gained and lost the same 5 pounds for two months. Even though I am down 25 pounds from my starting weight of 200, now I can see and feel the fat on my body and it makes my skin crawl.

Every day I feel intensely uncomfortable and it makes it hard for me to not fixate on those negative feelings. I can feel the fat under my skin and I hate it. Why do I feel and look fatter now?
