17f 5'3. Stepped on a scale and saw that I weigh 274 lbs. could use some advice

To start, I have been obese ALL my life.i weighed 175 in 5th grade. My parents witheld snacks from me until a certain point, long enough for me to place value on desserts and chips. They were a "rare" food for me so of course I would pig out on them whenever the opportunity arose. As a child, my mother would tell me often how fat I looked and how embarrassing it was to show me to her family...I eventually stopped caring. My parents never implemented a routine for me. I never tried to make one for myself. I lack self discipline. But I'm done making excuses and feeling sorry for myself. I finally feel like I'm ready to change, but I'm clueless on where to start.

For exercise equipment, I have a treadmill and 15 and 25 lb dumbbells.

My biggest problem is controlling myself around food. I've heard about meal prepping but I'm not the wealthiest person, so I could use some budget ideas.
