Losing weight and toning up

Backstory: Ok so I’m 18 and at the age of 16 my best friend got on the scale and was 120lb and my other friend was way smaller than that idk what and when I got on I was 220lb. So I started losing weight in a very unhealthy way. I started starving myself and lost like 30lbs. I stopped starving myself. And as of July I was 171.9lbs but I got into a relationship and gained 20 pounds in like a month. But I’m trying to get back on track I’ve been teetering between 178-183lbs for about two months.

Actual question: How can I tone up my body? I lost the weight unhealthy and without working out so my legs, arms, stomach, and butt are very jiggly and untoned (looks fine in clothes) but makes me insecure because I’m 18 I should have an amazing body. What workouts can I do outside of the gym to tone up? I have bad knees and can’t run until I’m cleared by a doctor.
