I've been generally overweight my entire life. It didn't become apparent until I was nine. I went to a family reunion where I saw a cousin with similar proportions to me. I asked her loosely, "How much do you weigh" and she looked at me and said "80." She was the same age as me, nine years old. And although she was also overweight, I was bigger than her by thirty pounds. During puberty, my weight skyrocketed. From aged 11-13, I had already gotten to 170. Ever since i've maintained a steady 200. Sometimes I get up to 217, sometimes down to 195. But I can never completely maintain it.
When I become carefree regarding my eating habits, I gain weight excessively. I've never been able to find a healthy medium. There have been days when I've cried throughout the mall when nothing fits, sobbing so strenuously that I probably lost 500 calories just from crying. And other days where I look at myself and think, "I'm not that big..."
But at the end of the day, I am THAT big. At 200lbs and 5'5, i'm bigger than I should be and I don't want to die young or be on a path to diabetes. I'm constantly worried about being diabetic and I don't know if I'll ever be happy with the way my body looks. After struggling with Bulimia, starving, and binging, I don't know where to turn or what to do. So, in the simplest way, I need to ask-- Can I have some advice on what to eat, what exercises to do, or something similar? I don't expect someone to write out a paragraph of advice or guidelines, I simply want to know what worked for other people. And what could possibly work for me.
Extra Background for Better Advice:

-220 lbs, 5'5
-female
-I cannot yet drive and struggle with getting to the gym
-Binging makes me want to purge (I had bulimia for 6 months)
-I have a sugar problem
-I don't know how to cook (but of course I'm open to learning anything to help)
-My parents are somewhat supportive
