Caloric Deficit + More Cardio is Not Enough?

Been kinda struggling with a 12 week cut to lose some of the fat from my last bulk. I have been tracking my calories and macros to lose a pound per week, but I've been bouncing and fluctuating up and down a lot. It's been about 6 weeks and I only lost ~4lbs.

Been lifting as constantly as I was during a bulk. I introduced cardio: 2 days of moderate low impact treadmill power walking at an incline and one day of HIIT once a week.

For diet I don't really keep a strict eye on what I eat specifically, but I keep a closer look at Macro intake and calories. Almost every day (except for thanks giving weekend) I manage to hit below Caloric about for weight loss.

I'm thinking I might have to take on a better diet strategy other than just making sure I hit below daily caloric intake while keeping protein high?

I might consider upping cardio a bit more, but I fear losing muscle
