I feel like I maintain my weight when I eat whatever and don't pay attention, and my weight fluctuates when I eat healthy

Basically the title. I'm 5'1" female, 132ish pounds, 22 years old. When I eat healthy, I'll lose a little bit of weight (lowest I got was 128), but I eventually gain it back. It usually starts to creep up while I'm still eating healthy. Then I get sick of watching my diet, and i start eating unhealthy. I don't wanna check my weight because I'm expecting a big gain, but I step on the scale and little, if anything, has changed. I haven't been paying attention to my diet for a little over a month now. My metabolism has never been fast; both my parents are obese. I do have a really good, consistent work out routine though.

My goal weight is about 120-125. I'm worried that my poor eating habits will catch up to me and I'll start rapidly gaining weight, but also I haven't noticed much progress when I get focused on being healthy. I'm not really sure where to go from here.

Any possible explanations? Anyone experience the same? How much time do you think it would take for me to start seeing progress?
