Stuck in a plateau?

Hi everyone! This is my first post to the group although I have been reading posts for a long time and need some advice!

I'm 5'4. SW: 198 CW: 156 GW: 135/140

What is your advice on moving past a plateau? I've been doing cardio exercise 2-3 times a week and eating between 1400-1500 calories. I was losing about 1- 1.5 pounds per week consistently (even if I went slightly above my daily calorie intake) with no issues. Now, I have been stuck at 156 pounds exactly since August (about 3 months). Is it supposed to last this long? I'm not sure if that is even considered to be a plateau anymore I guess I am just maintaining... Any suggestions on getting that extra dedication and motivation to lose the last bit of weight? It is so difficult when I am not seeing any progress on the scale and I am hanging on to that stubborn belly fat. I just really need some support right now and would appreciate any input. Thank you :)
