Feel like I've still got fat to lose but very close to and underweight BMI (5"9' 125lbs). Should I keep dieting or try build muscle?

How accurate is BMI in terms of being at a healthy weight? I've got fat that I want to lose (belly, hips) but it says I'm just on the verge of a healthy weight. I weighed around 155lbs when I started dieting. I have literally zero muscle as I've never done any strength training, I have a sedentary job and my only exercise is walking (3-10 miles daily). My current calorie target is 1850 daily.

Would you recommend continuing to lose weight or switching to some strength training to try build muscle or tone? If the latter, any tips or advice to get me going in the right direction would be appreciated
