frustrated with calorie allowance at 5ft tall

I am female, 22, 5’0, and 100 lbs. I am trying to lose just a few pounds, but fitbit calculated that I need to eat 1300 calories a day in order to lose weight.

This is the second time I have seriously tried to stick to this, and I find it so hard to be constantly thinking about food, and so hungry I get shaky, headaches, and just miserable to be around. It makes me so angry and sad that my boyfriend is able to eat almost twice the amount as me and still be able to lose weight, and it feels like i can barely get to eat.

Do any other smaller people struggle with feeling always hungry, and food jealous of those around you?

edit: goal weight is 95 lbs
