Is it possible for a short, small-framed, and mostly-sedentary woman to look chubby at a BMI of 20 or even a little underweight?

I'm the above, 5'2 and 112 lbs right now which is a BMI of 20.5. I'm very small-framed and usually weigh less than I do currently, this is my "fat" weight. Losing weight (and that I've gotten chubby) has been suggested/mentioned to me a few times lately so it's not just entirely in my head. I carry fat in my face especially, as well as more visible areas like my arms and thighs, so I think that's also part of it. I have a pretty small waist/ribcage so I think I just carry it everywhere other than my torso/boobs really lmao.

When I've been underweight by BMI no one even thought I was skinny, except people who just think you're skinny if you're not obese. I do aerobics and body-weight-based strength exercise about every other day but other than that I'm pretty sedentary. It still doesn't make sense to me that I don't look thin even when I'm underweight, and weighing more than like 5lbs over the underweight threshold makes me look straight-up chubby. It's very frustrating.
