My BMI is good but I look so sloppy.... Any recommendations?

At my highest, 2 years ago, I was 148 lbs. My scale broke last year, and I made the decision to not buy another. However, I have slowly lost 20 pounds over the past several months without much change at all. I tried to limit carbs a bit, but didn't make any major changes to the type of food I eat. I guess I just ate less food due to fact that I started college.

Anyways, just bought a scale because I'm hoping to look better for summer and I am 128.4.

I was actually shocked at my weight. I was expecting atleast 135-140.

At 5 foot 4, my BMI is 22. However, my body is not it. This actually make me sad, because I always thought that I'd look great if I were under 130, but I just don't.... I have a doughy fat stomach that sticks out, big boobs, and thunder thighs, with skinny legs, noodle arms, and not very much going on in the back. :)

So, I am an apple. :) I look like one of those walking/talking m&ms in the commericals.

People have commented that I look like I have lost weight, but I honestly just don't see it... I still have the same sloppy shape.

Now, I'm lost. I'm planning on trying to get down to 125, and then 120, but I don't even know if that will change it too much. What exercises would be best? Any recommendations?
