I've been in a caloric deficit for a while but I stopped losing weight, is my body in starvation mode?

Ok, so here's my story. I'm a 5'10" M, started my journey September 2020 when I was at 237lbs with 35% bf. Started measuring food, eating at least 200g of protein per day, stopped sugar and processed food, eating an average of 1400 calories a day, going to the gym 4 days for heavy weight training all compound movements and 2 days of cardio ( sometimes I only do cardio once a week instead of 2) I dropped to 201, and my BF dropped to ~ 18 % bodyfat. For the past few months, I've been extremely strict drinking at least one gallon of water a day but my weight is either the same or creeps up few pounds and then goes down. My body shape has significantly gotten better, but I'm unable to get to target weight 180 lbs no matter what I do. Am I eating too low? Is my body going into starvation? Should I drop my calories even lower? I literally measure everything going into my mouth including condiments. Advice is highly appreciated. Thanks
