When should I stop losing weight and start building muscle

I'd like to firstly state that I suck at making posts so sorry if this is a mess.

Back on oct 7th I weight a whopping 321lbs and as a 20yo 6'4 dude, that's not a weight I'd consider massive but I was still big and I have been big my whole teen+ life. Since then I've managed to drop my weight all the way down to around 277-280 mark from walking a few miles almost daily at my park and from eating less/healthier and to drink mostly water. When I say less, I mean some times I go a couple days without eating at all from being depressed due to my relationship with someone but that's irrelevant to this, But I'd rather not eat than to over eat. At what weight should I stop trying to lose the fat weight and start putting on muscle weight? I'm not trying to get jacked, Just want to tone myself a bit and lose the fat in my face mostly. I dont have the biggest gut surprisingly but I'd like to have little to no belly fat if possible but at my height I don't even think that'll happen. Pretty much what I'm asking is what should I do, I'm doing all this on my own with no help and I have no clue what I should do. Should I just keep walking? I try to incorporate running but I can only run for 30 or so seconds and then my ankles and shins start to severely hurt so I end up walking home for the day.
