Confused about how to progress with low body fat index

I'm really not sure how this is going to sound since I can't make any sense of it myself, so apologies if this sounds ridiculous or rambling...

I want to also preface this by saying I don't have an ED, I'm just wondering at what point I consult a nutritionist as I've read every bloody, '20 reasons you aren't losing weight', article there is, believe me, this question is my very last resort because I'm very aware of the cry of the impatient dieter.

I'm female 5"4, 68KG, I've been doing CICO at 1200 calories daily for 6 months. I've lost 2KG.

Today I measured my body fat index at 20% and everything I've read says that's low, not worryingly, but it's not even average, and there's no reason to go lower, so I don't want to... But I'm 68kg, and for my height, I need to lose some weight? So is it gonna come off my bones or muscle or what?

I just don't know if I should carry on eating at a deficit if the body fat index is low, and I'm losing next to nothing! But I don't really want to bulk up either, although eating at 1200 calories per day makes it really important to build/retain muscle, Also, I'm chubby! I just don't get it.

Can anyone with better knowledge of fat indexes help me out?

Edit: I eat well, sleep well, drink 2 coffees a day, exersize 3 or 4 times weekly, mix of cardio and weights... I have thought these things through before posting guys....
