Beat plateau, hit another one after losing 5 more pounds, and then gained 2.5 pounds?!

Help! I’m doing CICO And I obsessively measure everything down to the ounces. I eat a lot of healthy stuff, protein, fruit, etc. I don’t eat junk food often at all and nor do I eat out very often either. When I do, I typically stick to my calorie amount. I am 5’1, 26F, and today I weighed 142.8 when I was about 140 just four days ago. I eat around 1,300 a day. It used to be 1,200 but it was too low so I had hit a plateau before i upped to 1,300-1,350. But now, I’ve hit a plateau again! I am beyond frustrated but I won’t give up. I don’t know if this is just a matter of waiting or if I’m doing something wrong. What is weird to me is the fact that every time I’ve ever lost weight, my body stops at 140 and refuses to go any lower. I literally CANNOT beat that fucking number and I am doing EVERYTHING right. I know it’s not a thyroid issue because of bloodwork. Help?
