I know this is subjective but based on my body composition should I try to lose some weight, or just tone/accept this as my natural body type?

I'm 5'2.5-5'3 and about 117 pounds, so a healthy weight, but my thighs are pretty big and definitely have extra fat on them. They've been pretty much this way since puberty with some weight fluctuations, even when I was 104ish pounds (borderline underweight) they still seemed big to me, but were definitely at least a bit smaller. I'm pretty insecure about it but I'm not sure if losing weight is the solution, or if I should try toning, but leg exercises might make them even bulkier. Anyone have advice? I tried posting this in r/fitness since its more a general question not weight-loss specific but it got removed for some reason.
