Build muscle?

I’m 22 male 179cm 5”11 weight: 78.5kg/ 171 pounds I’ve lost 29 kilos/63 pounds I currently eat about 1600 calories a day. I want to get lean, have abs and pretty much look good, problem is when I started cico I went overboard and lost most of my muscle, I don’t have abs yet and still have a bit of a belly, should I continue on with calorie deficit untill I get lean? I also want to get my muscles back and then be lean with muscle? What should I do? I want to get muscle and then be lean. I know to lose body fat you need to be in a deficit but I’m not sure if I should get the low body fat THEN try to get my muscles back, if so how do I do that Do I continue on with caloric deficit until I’m low body fat and start from there or Just gain muscle from here. What do you guys and girls recommend? Thanks, any comments appreciated
