Struggling to lose weight after four weeks

I'm 4'11 and 190 pounds. I started out at 200 pounds but dropped ten pounds after the first week. I suspect it was water weight. The last three weeks I have weighed exactly the same. I changed the batteries on my scale, I cut out a couple hundred calories per day, and I worked out more. Still nothing. I go for a jog/walk every morning and I eat 1000-1200 calories a day. Even on the one or two "cheat days" I've had I still eat only 1100. It's very frustrating to wake up every morning and see the same number. Day after day. I used to do intermittent fasting and lost twenty pounds doing that last year. But it made me angry and I struggled to focus doing it. I really don't want to try intermittent fasting again but this wall just won't budge. Is it a medical problem? I'm female and have pcos and endometriosis so I don't know how much of that is contributing to the stubbornness of all of my fat. I don't want to lose my resolve. I have to lose this weight so I can be healthy and respect myself.
