How to help my mom?

My mother is 63 years old. She has gained a lot of weight in the last 10 years, starting at retirement, she is probably around 130kg now but she doesn't use the scale too much. The problem is she is in a cycle where she hates being fat, her clothes are getting tighter and tighter, her back hurts but she doesn't make an effort to go to a nutritionist, try some exercise or just eat less... Only thing she says is "I look awful, I am so ugly, I should just stay inside".

She also has scalp psoriasis and a mediocre mental health in general. She doesn't like fruits, she doesn't drink much water and she does like pastries, cakes and biscuits. She is a good cook. We don't eat large portions, we cook Mediterranean types of food but we do like our meat and potatoes. No snacks or soda drinks.

Carantine has made it worse. I want to come up with a plan to help. Should we focus on dieting or exercise at this age? What is a good home exercise program for elderly? I really appreciate any advice!
