Hit a wall while losing weight, unsure as to why. What am I doing wrong?

I've been stuck at about 181-184 lbs for a couple months now. Admittedly, I spent some of that time not trying as hard to lose weight because I was dealing with some other problems, but I still feel like I was good enough with my eating habits to warrant losing weight at least a little bit over time.

I try to eat 1500-1900 calories a day, 5'9, male. I haven't been eating as much protein lately and my activity levels lately have been close to sedentary. Prior to the last month or so, I was working out with weights somewhat regularly. I run for maybe 10 minutes a day if I do any exercise lately, and I figured that was enough to compliment how much I eat, but maybe not.

I was wondering, do you guys think I should be even more strict and eat less than 1500 calories a day, or increase my activity levels with more cardio/weight lifting?
