Calorie deficit but weight started to increase after 4 weeks?

5 weeks ago I started counting cals and lowering carb intake, focussing on eating whole foods, mainly veggies. I was 158 and dropped to 151 after 3 weeks. Maintenance cals at the start were at about 1900. I was sticking to 12-1400 cals. I’m on nexplanon so my cycle is super abnormal. As soon as I hit 151, I began to go up and now I’m at 154/155. I read that women can gain up to 5lbs before their period but I was worried that this might not be fluctuation, as this is the first time my weight has increased at all since starting cal counting. I log everything down to oils and sauces. I started to workout once I starting going back up and would even burn 300 cals every workout. I’m confused and don’t want to lose hope, so any advice from people who’ve experienced this + how they overcame it would be super helpful! I’m hoping to make it to 130 by Christmas. I am 5’4”
