I started cico after one week of keto and I am not losing weight. But why?

Hey, I know this question gets asked here a lot but I am just desperate and confused.

I am 21 f, 1,68 m / 5'6 and I started with 90 kg / 200 lbs. My goal weight is 70 kg / 155 lbs for now because I want to get to a healthy weight first.

I started doing keto two weeks ago and already dropped it after a week because I realized it wasn't sustainable for me, and I started doing cico instead (my goal are 1500 calories, but my app tells me I've been eating 1350 on average last week). On keto I lost around 4 kilos and I knew I would gain some of this weight back when I started eating carbs again. I gained around one kilo in one or two days, but I knew it was water, so no big deal. Now the problem is, over the last week I've been stuck at 87 kg and nothing's happening. I know I am not supposed to lose multiple kilos immediately, but like, not even a pound? Or half a pound? It's so discouraging, especially because it's in the beginning and it gets me back into my "nothing will ever work for me"-mentality.

As I mentioned before, my calorie goal is 1500 calories. And I am sure that I DO track my calories correctly. I weigh everything that's not vegetables like salad or bell pepper or already pre portioned (like my whole wheat wraps), I also started actually using a tablespoon to measure out the amount of oil I use. Here are some examples of things I eat:

Oatmeal with banana and raspberries (350 calories),

whole-wheat wraps with a slice of ham, salad and some cheese (350 calories),

oven baked potatoes and veggies, tossed in some oil and spices (450 calories)

Whole-wheat pasta with tomato sauce (480 calories)

Sometimes grapes/carrots/bell pepper for snacks (never more than 150 calories).

I don't move a lot and I get around 3000 steps a day when I go grocery shopping (which is around every second day). I don't track my steps if I don't leave the house, and I don't leave the house often anymore (thanks Covid). I also don't work out but I also don't really want to, until I have lost some more weight because right now I feel like I am just too heavy (I'd love to go swimming, but again, thanks Covid). I want to be around 80 kg first.

Am I doing something wrong? Or are some things just fucked up because of only one week of keto? It's so confusing.
