Is it possible to eat too little and do too much cardio?

I'm a 5'7 male 41 years of age and have an extremely small frame. I've been going to the gym for a few years and built a nice bit of muscle. When quarantine hit my plan was to diet down as much as I could so that when the gyms opened I could start a nice slow lean bulk. I am probably 2lb off of my target weight. I'm doing body weight exercises 3 times a week now plus using dumbells however they are only light and I'm doing the Insanity DVD 7 times a week burning on average 700 cals a session. I'm eating at maintenance some days 250 cals deficit. Due to my small frame and weight 126lb my TDEE is very low at around 1000 cals. My target weight is 124lb and as soon as i got down to 126lb I increased my cardio from 5 days to 7. I've hit a major plateau now in fact i appear to be gaining weight slightly. This appears to be water weight because it's as soon as i eat anything slightly high in carbs as i did last night.

Am I doing too much? It's a vicious cycle as I find myself doing more. My plan is to lay off of the cardio for a week or cut it down to 3 days and eat strictly at maintenance.
