Weight will go down then straight back up the next day?

Okay first things first. F, 23, 5"4 SW 185lbs, CW 156lbs, GW 145lbs (for now, possibly 135 but kinda muscular so will wait and see).

Trying to drop 7lbs before March and having some difficulty with fluctuations.

I know we can fluctuate wildly every day but for the past 2 weeks I have gone down to 154lbs and been delighted for a day then straight back up to 156lbs for the rest of the week. I have a calorie goal of 1600kcal a day, and whole I haven't been rigidly sticking to it, my worst net calorie day so far has still only been 2000kcal.

I recently got back to weights in the gym, so I'm hoping that this stall in losing is stemming from that, but do the fluctuations down matter? Which weight do I take it that I'm on?

I am quite a muscular build for my height but find weights and high intensity workouts more to my liking than traditional long distance running or yoga, but my quads are rather large and I am desperate to slim them down, what can I do?

Essentially, why are these fluctuations happening, and could I be doing more to lose these 7lbs in 7 to 8 weeks?
