Is it normal to plateau after beginning to work out?

I’m a 5’6 21 year old female. I started losing weight at the end of September at 212 pounds. By early January I was 182 pounds. I started working out intensely (every day at the gym for 1-2 hours) with a friend two weeks ago and since then, my weight has been the same. I diligently track my calories and know that I am eating to lose. I’m big on CICO. I weighed myself a few days ago and saw 180 on the scale and thought I broke the plateau but the past few days it is reading 183 or 184 every day. I have also noticed my stomach seems bloated? I’ve lost 65 pounds before but I’ve never had a plateau like this especially at such a heavy weight. Usually my plateaus were when I was sub 150.
