When to start working out?

M, 16, 6' 160 pound. I was wondering when I should start strength training. I have lost roughly 30 pounds through mainly diet and I would like to get toned. I still have a high bf% and I feel like I have very little muscle mass. I eat about 1800 a day and struggle to stick to that now, and it gets even harder with strength training factored in.

I am having trouble telling if I should continue to cut or begin eating closer to maintenance or follow another plan. I am very stuck and my gains are arent feeling the same. I felt like losing from 180-170 made me feel better but 170-160 almost made my fat stand out more. I am really stuck tbh.
