question from someone with a muscular build

Hi all, in the past 1-2 years i've put on an extra 13kg / 28lbs due to over eating and recovering from an injury. I'm getting back into routine now, but I don't know what type of exercises to do.

A couple years ago when I was really fit I did a lot of HIIT/resistance work outs (mostly body weight). I went from skinny fat to lean. Since gaining the weight, i've maintained a lot of my muscle but put on fat due to my body type (mesomorph)

To lose this fat/weight, do I do strictly cardio or do a mix of hiit and cardio? Do I focus on one more? I'm quite short/petite and I don't want to put on any more muscle. I can see that my arms and legs are still on the larger side and have maintained the muscle I used to have, so would working them through HIIT make them bigger or would I just lose fat instead? i don't think it's possible to put on muscle whilst in a calorie deficit? But im not too sure! I'm planning to lose 13kg in 4 months.
