Frustrated by a lack of progress

Honestly, I just don't get it. CICO is simple math, It's how I lost the bulk of my weight (25 kg), CICO with very little exercise. I still have 10 kg to go. Well, now I'm hard back on the CICO bandwagon, I've been exercising like a fiend (cardio 4x/week, and resistance work at night) and I literally can't lose weight. I'm eating ~1200-1500 cals per day, because that's all my body needs. I'm stuck at 86.5 kg, and just can't move. I'm vegetarian and eat a middle eastern, higher fat diet (fats come from eggs and olive oil), but by all accounts I should be shedding weight like it's going out of style. What gives?

Does anyone else have this frustration - or advice?
